Our national economic resilience must also be understood as the accumulation of economic resilience at the micro level. Since resilience at this level is very important, it should not force the citizens, especially the lower-middle class, to solely bear the burden of the recession. There is a limit to the ability of the community to independently deal with shock. Therefore, the state—through the ruling government—must really take responsibility in times of crisis.
